Urge the Oakland City Council to hold the Oakland Police Department accountable for repeatedly violating city laws!
In 2017, Oakland passed a transparency law requiring the Oakland Police Department (OPD) follow state and local laws when participating on the federal Joint Terrorism Task Force (JTTF) and to provide an annual report about their participation. The JTTF is a program where the FBI requires participating Oakland police officers to follow FBI rules that do not protect our civil rights as strongly as Oakland laws.
For example, under the FBI’s standards, OPD can gather intelligence on a person violating their privacy, without actually suspecting the person of having done anything wrong. While state and local laws require reasonable suspicion of wrongdoing before surveillance, the more lax FBI standards do not. Moreover, the FBI and the JTTF have a record of discriminatory and predatory policing, targeting individuals and communities because of their racial, religious, and political views.
The OPD has failed to follow the 2017 law for the past two years, not providing the 2018 and 2019 reports to the City Council. The report is critical to ensuring that Oakland police officers are following Oakland laws when working with the JTTF.
